The interrelationship between people and development has been an important consideration when charting, projects and activities to achieve a better quality of life. Programs for better health services, adequate nutrition, free education, housing for all and all other social, economic and nfrastructure services to the most needy individual, can only be properly delivered if good plans are at hand.

With my utmost desire for progress, I am pleased to present to the people of Rizal, Zamboanga del Norte, this Comrehensive Municipal Town Plan for calendar year 2000-2001. It will eventually represent the sum total of our goals and objectives in order to accelerate growth and development of our people and community as a whole. It will serve as a guide for the next ten years in the delivery of aforesaid services.

It need a concerted effort of all concerned to implement this plan to make it effective and successful even if implementation is not to its fullest degree. However, when the exigency of the need arises in some areas, certain modification maybe made during its implementation period.
